Five of six contested Tulsa City Council races were decided Aug. 25, with four incumbents winning reelection and attorney Pete Regan claiming the lone open seat. Only District 1 remains unresolved, headed to a Nov. 3 runoff between five-term incumbent Vanessa Hall-Harper and challenger Dr. Corinice Wilson.

District 1: Hall-Harper vs. Wilson in November

Hall-Harper, who has held the north Tulsa seat for 10 years, earned about 46% of the vote but fell short of the 50%-plus-one threshold needed to avoid a runoff, according to unofficial results reported by KTUL. Wilson, a Tulsa Community College professor and Tulsa native, finished with about 37%. Three other challengers failed to reach 10%.

"We were hoping to get 50% plus one, but we didn't," Hall-Harper told supporters gathered at Rubicon on election night. "People are getting involved in our elections. … We came out ahead on the votes tonight but there is still work to be done."

Wilson addressed her supporters at the Historic Big 10 Ballroom, where Metropolitan Baptist Church pastor Ray Owens was among those in attendance. She told the crowd the people of District 1 had given her campaign "the opportunity to keep making our case" ahead of the Nov. 3 runoff.

District 9: Regan wins open seat

Regan dominated the three-candidate field for the seat vacated by Carol Bush, who chose not to seek another term. He never trailed, finishing with 66% of the vote, according to the Tulsa Flyer. Ben Johnson placed second with about 27%, and Shawn Tiemann finished third at 7%.

Regan, a vice president at architecture and engineering firm WSB and a graduate of Edison Preparatory School, held his watch party at Brookside By Day, 3313 S. Peoria Ave. Former Mayor G.T. Bynum, state Reps. Suzanne Schreiber and Amanda Clinton, and District 4 Councilor Laura Bellis were among the attendees.

"This is a town that raised me, and it's where we decided to build our career, raise our family, and there's a lot to give back," Regan said.

District 2: Archie cruises to second term

Anthony Archie defeated challenger Aaron Bisogno for the second time, taking roughly 75% of the vote with more than half of precincts reporting, according to unofficial results. It was Bisogno's fifth loss in a city council race, according to the Oklahoma Eagle.

Archie said his priorities for his second term include addressing issues in the 61st and Peoria area and developing a revitalization plan for the Riverwood neighborhood.

Districts 3, 5 and 7: Incumbents hold

Jackie Dutton, first elected in 2024, won reelection in District 3 over Tanisha Bowen. Karen Gilbert held District 5 against Adam Burnett, and Lori Decter Wright turned back challengers Dave Perry and Kenny Wogoman in District 7. Vote margins for those three races were not available in unofficial results.

Districts 4, 6 and 8 had no contested races; incumbents Laura Bellis, Christian Bengel and Phil Lakin Jr. were automatically reelected. City Auditor Nathan Pickard also ran unopposed.

The nonpartisan council currently sits at 5-4 Republican control, with a Democratic mayor. The District 1 runoff between Hall-Harper and Wilson is scheduled for Nov. 3.
