A 28-year-old Tulsa man faces a second-degree murder charge after a July crash that killed his passenger near South Memorial Drive and East Admiral Place.

Austin Lane Clapp was booked into the Tulsa County Jail after a two-month investigation into the July 12 collision, according to KTUL. The Tulsa World, citing court records, identified the victim as 27-year-old Anna Allen. She was ejected through the windshield and pronounced dead at the scene.

The crash happened Sunday, July 12, at about 6:16 p.m. Data from the vehicle's Event Data Recorder showed the car was traveling at least 93 mph just before impact. The posted speed limit on that stretch is 40 mph.

Clapp was driving on a suspended license, Tulsa Police said.

After the crash, Clapp refused a blood draw at the hospital. Investigators obtained a search warrant for his blood samples. Lab results detected ethyl alcohol, Hydroxy-THC, THC, Diphenhydramine and Clonazepam, according to police.

A certified Drug Recognition Expert evaluated Clapp and determined he was impaired by a combination of central nervous system depressants and cannabis. The expert concluded Clapp was unable to safely operate a motor vehicle at the time of the crash, police said.

Detectives also reviewed camera footage and data from Automated License Plate Readers in the area to confirm Clapp was behind the wheel. A felony warrant for second-degree murder was issued after the investigation concluded.

The arrest came more than two months after Allen's death. On Thursday, Sept. 17, officers conducted surveillance at a house near East Independence Street and North 78th East Avenue. They ordered Clapp to come out. He refused.

Clapp then jumped from a side window and tried to run through thick backyard foliage, police said. Officers stationed behind the house spotted him and took him into custody without further incident. He was also charged with obstructing an officer.

No arraignment date has been publicly announced.
