Broken Arrow's City Council approved an $11,193 contract amendment to oversee construction of a butterfly garden and gateway park near the Rose District.

The park, called Sustainability Park, will occupy a city-owned parcel at 825 E. Dallas St., at the corner of Lynn Lane Road and Dallas Street. The city acquired the land in 2017. The site sits across from St. Anne Catholic Church and just north of Arrowhead Winch, the Broken Arrow Sentinel reported on Sept. 16.

Plans call for a Rose District gateway sign, a butterfly garden and a shrubbery screen to buffer neighboring houses. The park is modeled after an existing gateway park at Elm Place and West Broadway Avenue.

The council's approval covers an amendment to an existing contract with LandPlan Consultants Inc., a Tulsa-based landscape architecture firm. The amendment pays for construction administration services, including pre-construction and progress meetings, field reports and final inspections, according to the contract filed with the city.

The contract history runs deeper than the latest line item. The city first hired LandPlan for design work on June 21, 2022, at $26,452. A later amendment added $9,998 for design revisions. With the new addition, the total contract stands at $47,643.

City Manager Michael L. Spurgeon signed the amendment on behalf of Broken Arrow. Julie Graff, a registered landscape architect and president of LandPlan, signed for the firm.

The contract states the project was scheduled to go out for construction bids in August 2026, with a maximum three-month build timeline. The contract also notes that funding is available for bidding and construction. No public announcement confirming whether bids have been received appears in city records as of Sept. 16.

The park fits into a broader vision for downtown Broken Arrow. The city's Downtown Master Plan process, which held a public workshop on Aug. 13, identified "gateways to downtown" as a catalyst project under its "Downtown as a Destination" concept. Sustainability Park, designated as Project No. 2214010 in city records, would be one of those gateways. If bids were awarded on schedule, construction could wrap by late 2026 or early 2027.
